Definitely. Where are you located? Many non-profits give resources for community needs, like community gardens. This is a great group to engage with, as they are looking for community interests also. The UDSA is also a great partner in the production side. They have information and resources for community gardens (aka an alternative farm system) https://www.nal.usda.gov/afsic/community-gardening
Depending on where you are you could reach out to a municipal or nonprofit organization like P-Patch, Wasatch, Green Thumb, Food Well Alliance. Competitive Grants are going to be a tough sell, but you never know until you try. If your budget is reasonable, maybe plant sales and direct appeals would be feasible? Or is this going to be an epic herb garden?
